Montgomery County seeking a Website Product Manager who will lead the strategic direction, design execution, and continuous improvement of the Client’s public-facing website in Rockville, Maryland.
As the Client embarks on a comprehensive website redesign in partnership with a third-party vendor, this role will act as the internal Product Owner—ensuring the new digital experience reflects the Client’s values of accessibility, transparency, and resident-focused service. This position will blend product strategy, user-centered design, cross-functional collaboration, and vendor coordination to deliver a modern, accessible, and engaging online platform for the community.

Responsibilities:
- Define and manage the website product vision, roadmap, and success metrics.
- Act as the internal product owner during a major website redesign project.
- Liaise between the client's departments and third-party vendors to ensure alignment on goals and priorities.
- Manage the product backlog and validate milestones through feedback cycles.
- Lead user research, usability testing, and community engagement to inform design decisions.
- Ensure compliance with WCAG and Section 508 accessibility standards.
- Collaborate with project managers to track deliverables, timelines, and risks.
- Develop content governance models and support training for departmental content contributors.
- Plan for ongoing improvements post-launch through analytics, updates, and enhancements.
Requirements:

Bachelor’s degree in Digital Media, Public Administration, UX Design, Communications, Information Systems, or related field.

Proven experience as a Product Manager or Product Owner in a digital/web environment.

Strong understanding of web usability, UX/UI design, responsive design, and accessibility standards (WCAG and Section 508).

Experience working with CMS platforms like Drupal, WordPress, or Sitecore.

Skilled in stakeholder facilitation, project coordination, and vendor management.

Experience leading website redesigns or digital product launches.

Familiarity with agile workflows and translating user needs into development tasks.

Knowledge of web analytics tools such as Google Analytics or Hotjar.
