Level Description
8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Min 5 years of experience, served as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.). Strong experience as a Data Analyst in analyzing raw data, and as a Business Analyst in requirements gathering, understanding technology, and any project management experience with PMP are a huge plus.

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

· Senior Business Analyst with a strong background in digital transformation and business process reengineering. A Business Analyst in this context is expected to have expertise in Business Process Reengineering (BPR), analyzing, redesigning, and optimizing complex business processes to improve efficiency, effectiveness, and customer satisfaction. This position serves to align business strategy with operational execution by analyzing current operations, identifying improvement opportunities, and designing new processes. Collaboration with IT, operations, and product teams is required to support the implementation and adoption of updated workflows. Proficiency in analytical, communication, and change management skills is necessary to support organizational change initiatives.
· The ideal candidate will possess deep expertise in business architecture, a proven track record in large-scale digital change, and an intimate understanding of the MITA framework.
Key Responsibilities:
- Lead Digital Transformation: Spearhead and significantly contribute to large-scale digital transformation initiatives, identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.
- Business Process Reengineering (BPR): Conduct comprehensive analysis of current-state business processes, identify inefficiencies, bottlenecks, and pain points, and design optimized, streamlined future-state processes. Lead efforts to implement reengineered processes, ensuring smooth transitions and measurable improvements in efficiency, cost-effectiveness, and service quality.
- Strategic Business Modeling: Develop and maintain robust business architecture artifacts, including current and future state business process models (using BPMN), data models, capability models, value streams, and organizational models. Utilize various modeling tools and notations to effectively communicate complex business concepts to diverse audiences.
- Stakeholder Engagement & Requirements Definition: Collaborate extensively with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements. Translate strategic objectives and user needs into actionable business and functional specifications that guide solution development.
- Bridge Business & IT: Act as a critical liaison, ensuring seamless communication and understanding between business stakeholders and technical delivery teams. Articulate business impacts of technical decisions and technical implications of business requirements.

III. TERMS OF SERVICE
Services are expected to start 10/01/2025 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 2000 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the client. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 4601 W Guadalupe Street, Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Client will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Client.
