Job Description
MINIMUM REQUIREMENTS:
ERS is seeking a highly experienced Project Manager to lead Agency/Employer Outreach, Business Procedures, and Training efforts for the Retirement Insurance System Enhancement (RISE), its pension and benefits system replacement project. This position will be responsible for planning, performing, monitoring, and managing outreach and readiness efforts for both external employers/agencies and internal ERS staff.
The Project Manager will serve as the central liaison among ERS, participating employers/agencies, the RISE solution vendor, internal teams, and other relevant third parties. The primary objective is to ensure external and internal stakeholders are prepared for the technical, interface, reporting, procedural, and training changes associated with RISE Go Live.
Key responsibilities include:
• Develop and maintain comprehensive project plans for Agency/Employer Outreach activities, including timelines, milestones, and deliverables.
• Coordinate with ERS internal teams and the RISE solution vendor to align outreach activities with system implementation phases.
• Serve as the primary liaison between ERS and external employers/agencies, ensuring clear and consistent communication.
• Design and execute a Communication Plan to educate employers/agencies regarding upcoming changes, technical specifications, reporting requirements, and implementation timelines.
• Establish and manage an Employer Advisory Group to gather feedback and help guide outreach strategies.
• Oversee development and delivery of training materials and training sessions so employers understand new reporting processes and system functionality.
• Manage coordinated testing activities, including interface testing between ERS and employers/agencies and resolution of identified issues.
• Track employer certification progress related to new file layouts and system requirements.
• Identify risks related to employer/agency readiness and develop appropriate mitigation strategies.
• Monitor and resolve issues affecting project timelines and quality standards.
• Develop and maintain comprehensive project plans for Business Procedures and Training activities, including timelines, milestones, and deliverables.
• Coordinate Business Procedures and Training efforts with ERS internal teams and the RISE solution vendor.
• Serve as the primary liaison between ERS and the solution vendor for training activities.
• Oversee development and delivery of training materials and sessions to ensure ERS staff understand new business procedures.
• Manage training efforts between the solution vendor and ERS, as well as ERS internal training activities.
• Identify and mitigate risks related to organizational readiness.
• Provide regularly scheduled progress reports and, when requested, presentations to project sponsors and steering committees.
• Identify and mitigate project risks and provide feedback regarding quality issues.
This is a senior-level role requiring extensive Project Management experience and deep knowledge of public pension or benefits systems. ERS is specifically looking for someone who has personally led significant Agency/Employer Outreach efforts involving 50 or more employers and has experience coordinating outreach strategies, testing, and training.
