Job Description

We are seeking a highly experienced Senior Project Manager / Implementation Manager to lead a large-scale child care systems modernization initiative involving a SaaS vendor.

Important Requirements:

• Must be a Wisconsin resident or willing to relocate within 30 days at own expense
• 90–100% remote, with occasional onsite work if required
• PMP or equivalent project management certification, or recognized PM curriculum, required at submission
• Must provide 3 business references, including at least 1 supervisory-level reference
• Prior state government experience is preferred

• 18+ years of project management / large-scale initiative experience
• 12+ years of procurement planning experience
• Significant experience leading technology modernization or digital transformation with SaaS vendors
• Strong written and verbal communication
• Critical thinking and executive stakeholder management
• PMP certification or equivalent

Key Responsibilities:

• Lead strategic planning and implementation roadmaps for child care systems modernization
• Coordinate business, technology, procurement, finance, and policy stakeholders
• Develop RFIs, RFPs, SOWs, procurement strategies, and supporting documentation
• Support vendor evaluation, selection, and contract negotiations
• Establish governance structures, risk management, reporting, and escalation processes
• Prepare project charters, workplans, status reports, risk registers, and executive briefings
• Manage project milestones, resources, budgets, dependencies, and implementation readiness
• Coordinate SaaS vendors and internal teams to support successful modernization

Preferred Qualifications:

• State government or government program systems experience
• Legacy system modernization to SaaS platforms
• Cloud platforms, modular procurement, and Agile delivery
• Experience managing complex, cross-functional technology programs
• MS Project or equivalent project management tools
