Job Title: Business Analyst
Job Summary
The Michigan Department of Health and Human Services (MDHHS) is seeking an experienced Business Analyst/Project Manager to lead the maintenance and support of the Michigan Disease Surveillance System (MDSS) and other public health applications.
Key Responsibilities
- Provide ongoing maintenance and support for MDSS and other public health applications
- Lead business analysis and requirements gathering for complex projects
- Develop functional design documents and test plans
- Collaborate with stakeholders to review and approve requirements and designs
- Assist with agile development processes, including test-driven development
- Develop training content and user manuals
- Provide defect tracking and testing support
Requirements
- 8+ years of business analysis experience for complex computer systems
- 8+ years of developing functional requirements and test plans
- 5+ years of experience with CMM/CMMI Level 3 methods and practices
- 5+ years of experience with Agile development processes
- 5+ years of programming experience in SQL and/or PL/SQL (Oracle preferred)
- Experience with Azure DevOps and HIPAA data
Preferred Qualifications
- Experience working with public health applications and disease surveillance systems
- Knowledge of Michigan state government policies and procedures
- Experience with IT project management and coordination
