Position Summary:
The IS Contract Administrator will be responsible for the full lifecycle of contract management, including drafting, reviewing, executing, and monitoring contracts. This role ensures compliance with internal policies, legal standards, and budgetary constraints while managing vendor relationships and mitigating risks.
Key Responsibilities:
Contract Management:
- Drafting and Reviewing Contracts:
- Prepare, review, and negotiate contract terms in compliance with internal policies and legal requirements.
- Collaborate with legal counsel to address complex legal clauses.
- Contract Execution:
- Facilitate contract sign-offs and ensure all approvals are obtained.
- Maintain records of executed contracts and ensure efficient storage and retrieval.
- Monitoring and Compliance:
- Track contract milestones, deliverables, and renewals.
- Monitor compliance with contractual terms and resolve disputes as needed.
Vendor Management:
- Serve as the primary point of contact for contract-related vendor communications.
- Conduct evaluations and performance reviews to ensure vendor compliance.
Financial Management:
- Budget and Cost Control:
- Monitor budgets and expenditures; ensure adherence to financial limits.
- Identify opportunities for cost savings and negotiate favorable contract terms.
- Invoicing and Payments:
- Review vendor invoices for accuracy and contract compliance.
- Ensure timely payments and resolve billing discrepancies.
Risk Management:
- Risk Assessment:
- Identify risks in contracts and develop mitigation strategies.
- Ensure inclusion of risk clauses and appropriate insurance requirements.
- Compliance and Audits:
- Ensure compliance with laws, regulations, and policies.
- Support internal and external contract audits.
Documentation:
- Maintain comprehensive and organized records of all contract-related documentation.
- Document all changes and communications related to contract management.
Minimum Qualifications:
- Education & Experience:
- High school diploma or GED and nine (9) years of progressively responsible experience in contract administration.
- OR associate degree in Business, Finance, Public Administration, or related field (counts as 2 years of experience).
- OR bachelor’s degree or higher in above fields (counts as 4 years of experience).
- Experience must include:
- Developing and negotiating contracts and bid specifications.
- Managing bid openings, awarding, and executing contracts.
Preferred Qualifications:
- Certifications such as CPPO, CPPB, or NIGP-CPP.
- Experience in IT-related contract preparation and administration.
- Knowledge of general liability laws in Minnesota and procurement regulations.
- Proficiency in Microsoft Word, Excel, electronic calendars, and web tools.
- Strong interpersonal, negotiation, time management, and communication skills.
