Seeking an Expert-level Systems Analyst to support the Legally Exempt Facility Application and Management System (LE FAMS) for a New York State agency. The role focuses on re-engineering paper-based processes into a modern .NET web application and working closely with business and technical teams.

Responsibilities
Analyze and document business requirements and rules
Re-engineer paper processes into web-based .NET solutions
Create technical and business specifications
Develop test plans, test cases; perform unit and regression testing
Facilitate stakeholder and user meetings
Collaborate with developers and project management to meet delivery timelines
Maintain project documentation and support knowledge transfer

Required Experience
7+ years as a Systems Analyst
Strong experience with .NET applications
Test planning, execution, and validation experience
Business requirements gathering and stakeholder facilitation
SQL query writing for data extraction and validation
Education: Bachelor’s Degree required
