Job Description
The Florida Department of Health is seeking an experienced Business Analyst for E-Forms to bridge the gap between business challenges and technology solutions. The consultant will work closely with stakeholders, business users, and technical teams to gather requirements, improve processes, support Agile delivery, and drive successful implementation of enterprise solutions.
 
Required Experience & Skills
• 8+ years of experience as a Business Analyst working with cross-functional teams and end users
• 5+ years of Agile Scrum methodology experience
• Experience with Azure DevOps for backlog management and product backlog items
• 8+ years in:
• Business & technical requirements analysis
• Business process modeling and mapping
• Workflow design
• AS-IS / TO-BE gap analysis
• 8+ years coordinating business users and technical teams for future-state analysis and operational improvements
• 8+ years of: Functional/manual testing, Test case creation, UAT sessions, Defect triaging
• 3+ years conducting Scrum ceremonies and resolving impediments
• 10+ years with Microsoft Office Suite
• 5+ years using MS Project or Smartsheet
• 3+ years with UI mockup tools such as: Figma, Balsamiq
• 5+ years working with: ADA compliance, NIST policies, HIPAA compliance
• 3+ years writing SQL queries and working with relational databases
• 5+ years working with Data Warehouse or Data Lake technologies
• 5+ years working with API integrations
• 5+ years using BI reporting tools
 
Responsibilities
• Lead business requirements gathering sessions (JAD sessions)
• Collaborate with stakeholders, customers, and developers to document business requirements
• Create AS-IS and TO-BE process documentation
• Develop and implement business process improvement recommendations
• Participate in Scrum ceremonies including:
• Sprint Planning
• Retrospectives
• Backlog Grooming
• Sprint Reviews
• Act as Product Owner delegate when required
• Follow SDLC and ITSM standards
• Manage stakeholder expectations and provide leadership briefings
• Prepare status reports and management updates
• Coordinate daily with project teams and internal stakeholders
• Produce project deliverables and operational support documentation
• Provide support during business hours and participate in on-call rotations when needed
• Ensure compliance with data security and confidentiality policies
• Experience in public sector/government environments
• Experience supporting enterprise forms or workflow modernization initiatives
• Strong communication and stakeholder management skills
• Experience presenting to executive leadership
