Job Description
Responsibilities include (but are not limited to):
- Gather and document business requirements from non-technical SMEs, then create use cases, flowcharts, acceptance criteria, online help, and other project documentation for system enhancements.
- Analyze existing and proposed business processes, assess system impacts, and support testing through test data creation, test script development, execution, debugging, and quality review.
- Provide status reporting, ticket updates, presentations, and knowledge transfer to technical and non-technical stakeholders while documenting workflows, architecture, dependencies, and recommended implementation strategies.
Minimum Candidate Characteristics:
- 5+ years of experience with Medicaid claims processing and systems analysis work involving business objectives, alternative solutions, and operational problem solving.
- 5+ years of experience reviewing and documenting user requirements, writing detailed program and process descriptions, performing cost-benefit analysis, and defining input/output and reporting requirements.
- 5+ years of experience using Azure DevOps, generating wireframes, working in Agile or Scrum delivery environments, and communicating effectively with both technical and non-technical stakeholders.
Exceptional Candidate Characteristics:

Experience with an HHS agency.

Experience with Texas DIR Project Delivery Framework and related document templates.

Familiarity with information architecture, information management methodologies, and enterprise software or infrastructure components.
