Required Qualifications
- Candidate must have a minimum of 7 years of experience across multiple IT disciplines.
- Candidate must have 2–3 years of relevant architecture experience.
- Advanced to expert-level knowledge of application architecture, systems design, and integration, specifically within the Microsoft .NET ecosystem.
- Strong experience with the following technologies:
- C# / ASP.NET Core
- Web APIs / RESTful Services
- Entity Framework / ORM Frameworks
- .NET Framework and Modern .NET (.NET 6+)
- Microsoft Azure
- CI/CD Pipelines, including Azure DevOps, GitHub Actions, or similar tools
- Front-End JavaScript Frameworks/Libraries, such as Angular, React, or Vue.js
- Experience with Azure DevOps and modern DevOps practices.
- Experience with modern front-end technologies such as Angular, React, or Vue.js.
- Experience supporting CI/CD pipeline integration and deployment strategies.
- Bachelor’s degree in Computer Science, Information Systems, Software Engineering, Data Science, or a related field. Relevant experience may substitute for the degree where applicable.
Desired / Preferred Qualifications
- Experience guiding legacy application migrations, particularly JCL/COBOL/FOCUS to .NET.
- Experience with application modernization, refactoring, and technical debt remediation.
- Experience working with enterprise application architecture and integration patterns.
Position Overview
- This position will serve as the primary technical architect responsible for remediating the Comptroller Automation Platform (CAP) and providing architectural and development leadership across other Office of the Comptroller (OOC) initiatives.
- The role focuses on improving code quality, addressing security vulnerabilities, strengthening the agency’s .NET infrastructure, and providing hands-on technical guidance and support to development teams.
- In support of CAP, the architect will review remediated application code and utilize the agency’s SonarQube code scanning tools to improve code quality, maintainability, and release readiness. The role will also contribute to modernization efforts by updating and replacing legacy UI components, including AngularJS and Kendo UI implementations.
- Additionally, this position will collaborate closely with the agency’s LaunchPads Lead Developer to design and implement complex or high-risk technical changes.
Primary Job Duties and Responsibilities
The selected candidate will be responsible for, but not limited to, the following:
- Design and document end-to-end application architectures using the Microsoft .NET ecosystem
- Define solution patterns (monolithic, modular monolith, microservices, event-driven, etc.)
- Establish architectural standards, reference architectures, and design guidelines
- Evaluate and recommend technology stacks and frameworks
- Provide technical leadership and guidance to development teams
- Review code, pull requests, and design artifacts for architectural compliance
- Ensure adherence to SOLID principles, clean architecture, and industry best practices
- Support CI/CD pipeline integration and deployment strategies
- Assess existing systems and recommend modernization approaches
- Guide legacy migrations (JCL/COBOL/FOCUS to .NET)
- Identify and prioritize technical debt remediation
- Support refactoring efforts without disrupting business operations
- Produce and maintain architectural diagrams and technical documentation
- Document architectural decisions and trade-offs (ADRs)
- Support onboarding and mentoring of internal technical staff
- Participate in architecture reviews and governance forums
- Analyze and document existing computing assets, including technical specifications and business rules
- Assist with debugging and troubleshooting through root cause analysis
- Provide guidance on remediating and upgrading legacy assets
- Coordinate with business analysts, developers, and product owners for remediation aligned with the statewide accounting system
- Participate in code and design reviews to ensure quality and performance
- Perform knowledge transfer with technical staff within the Office of the Comptroller
