Job Description
The Network Manager (Manager) provides guidance, oversight and serves as a technical expert in implementing best practices for the Hospital Information Systems (HIS) Network Engineering. Enables team members to implement and maintain network hardware and software, analyze problems, and monitor networks to ensure HIS service availability to system users. The Manager is responsible for the design and support of all computer network services, including local-area networks (LAN), wide-area networks (WAN), network segments, Voice-Over-IP (VOIP) services, VPN tunnels, and Internet and Intranet systems. The Manager is responsible for gathering data to identify customer needs and applying that data in identifying, interpreting, and evaluating system and network requirements as well as coordinating and implementing network security measures.
 
General Administrative Responsibilities
Collective Bargaining
•Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
•Participate in collective bargaining negotiations, caucus discussions and working meetings
Discipline
•Document, recommend and effectuate discipline at all levels
•Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
•Initiate, authorize and complete disciplinary action pursuant to system rules, policies, procedures and provision of applicable collective bargaining agreements
Supervision
•Direct and effectuate management policies and practices
•Access and proficiently navigate records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
Management
•Contribute to the management of staff and systemic development and success
•Discuss and develop system policies and procedures
General Administrative Responsibilities continued
•Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
•Work with Labor Relations to discern past practice when necessary
 
Typical Duties
•Provides guidance, oversight, training, standards, and best practices to empower the HIS Network Services team.
•Supervises IT staff, including evaluating performance and setting performance goals. Works with the Network Information Officer to align IT roles and positions with the needs of the organization.
•Fosters built-in quality within the HIS Network Engineering team.
•Mentors IT staff by providing opportunities for professional growth via education in IT concepts, guidance, and hands-on training. Requires standard operating practices within the IT Department of excellent customer service, high quality of work, and thorough documentation of systems, changes, problems, and resolutions.
•Maintains current diagrams of the network infrastructure; ensures network infrastructure has optimal performance in accordance with standards.
•Leads in planning and design of solutions and explores solution alternatives; represents the Network Engineering practice perspective in architecture decisions.
•Works with customers, stakeholders, suppliers, and other team members to establish high-level network requirements, design, intent, and deliverables; helps establish the solution models and documents network requirements.
•Establishes critical network-related Nonfunctional Requirements such as reliability, security, recoverability, and scalability at the solution level; participates in the definition of others.
•Analyzes and validates the economic impact of network design decisions and provides recommendations on budget and cost reduction efforts.
•Works with stakeholders to develop, analyze, on implementation of enabling network platforms.
•Works with HIS Security and Network Information Officer to plan and develop the network strategic plans in support of upcoming business requirements, equipment upgrades and new technologies.
•Serves as the product owner for all computer network services, including local-area networks (LAN), wide- area networks (WAN), network segments, Voice-Over-IP (VOIP) services, VPN tunnels, and Internet and Internet/Intranet systems.
•Maintains and forecasts budgets to include capital and operating expenses.
•Contributes to the support and the success of the organization by providing technical expertise and the ability to determine, deliver and maintain appropriately functional and scalable technologies and platforms necessary to support the organization’s growth and development.
•Performs other duties as assigned.
 
Minimum Qualifications
•Bachelor's degree or higher field from an accredited college or university
•Seven (7) years network (LAN/WAN/VOIP) experience
•Five (5) years of IT management experience in a health or hospital environment
•Three (3) years of experience supervising and/or managing unified communications staff
•Experience building and managing Network Operations function related to monitoring, and responding to alerts, availability and performance of the enterprise network system
•Experience and applied knowledge of network architecture, design, and delivery as it relates to Information Network Security and the overall design and architecture of the Network and Security Infrastructure
•Experience and applied knowledge of VOIP and Unified Communications and how to enable network services to support this technology across the enterprise.
•Current project management experience
 
Preferred Qualifications
•Masters degree or higher in Information Technology, Computer Science, Management Information Systems, or Business from an accredited college or university
•Ten (10) years network (LAN/WAN/VOIP) experience
•Seven (7) years of IT management experience in a health or hospital environment
•Five (5) years of experience supervising and/or managing unified communications staff

 Physical and Environmental Demands
This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
